This search culminated on Ap , when the UN Security Council unanimously enacted Resolution , a binding legal instrument to deal with new threats that traditional WMD policies could not adequately address. The rationale behind the resolution was to complement and reinforce existing treaties rather than replace them. In resolution (), the Security Council decided that all States shall refrain from providing any form of support to non-State actors that attempt to develop, acquire, manufacture, possess.
